The Heartland Institute, founded in 1984, is a national nonprofit conservative-libertarian (or libertarian-conservative) think tank based in suburban Chicago. It produces extensive and reliable research and commentary on education, environment, health care, taxes, and many other topics. It produces daily podcasts, weekly e-newsletters, and print publications including books and monthly public policy newspapers on a wide range of public policy issues. While it frequently addresses national issues, its original and continuing focus is on state public policy.

Heartland is probably best known for its books, conferences, and other activities opposing global warming alarmism. It sponsors the Nongovernmental International Panel on Climate Change (NIPCC), which produces the “Climate Change Reconsidered” series of reports. See www.climatechangereconsidered.org.

Heartland does not have much of a presence in Wisconsin. Cameron Sholty, who used to work for FreedomWorks-Wisconsin, now works for Heartland as government relations director. Joe and Diane Bast, who founded Heartland and led it until 2018, are now retired and living in Appleton.
