On behalf of The Secure Wisconsin Project of Liberty Alliance of Wisconsin  and citizens of Western WI, we urge you to reintroduce the ‘‘Community Assent for Refugee Entry Act’’ (‘‘CARE Act’’) in the 119th Congress.

We also encourage President Donald J. Trump, Honorable Speaker of the House Speaker Mike Johnson (LA-4), Reps. Derrick Van Orden (WI-03), Andy Ogles (TN-05), and Lance Gooden (TX-05) to support this effort.

This legislation ensures state and local governments retain authority over refugee resettlement, reinforcing federalism and community consent.

Congressman Tiffany, we, the grassroots backbone of America, have fought tirelessly to resist and push back against the Biden administration’s agenda that resulted in the “CARE Act”. This single piece of legislation can ripple across our Union. Thank you in advance.

Refugee resettlement significantly impacts local communities, requiring municipalities to allocate resources for housing, education, healthcare, and public services. The CARE Act would safeguard state and local officials' ability to determine their community’s capacity for resettlement. By amending Section 412 of the Immigration and Nationality Act (8 U.S.C. 1522), the CARE Act establishes that:

1. Governors and state legislatures may formally disapprove of resettlement in their states.

2. Local chief executives and legislatures may formally disapprove of resettlement in their localities.

This legislation does not prevent humanitarian aid but ensures resettlement aligns with community capacity and consent. Local leaders, who best understand their communities, must not be sidelined by federal mandates.
